Not the fastest adapter out there, but stable and fine for how I use my desktop. Once I saw my SSID I configured WPA2-Personal and rolled with it. Letting Windows drive my network and not switching to the 1450 utility I was now able to see my network and about 10 others. When prompted I selected the US as my location (apparently an important step it would work without doing this step).

Then I hooked up the 1450 and let windows recognize it. After uninstalling old software I rebooted and installed the 1450 driver/utility from the USB flash. Next I went to the Dell Site and downloaded the latest software for the 1450 adapter (which was ancient) to a USB flash drive. The solution on found was to uninstall any instance of a wireless adapter and unplug the 1450 from the PC. All of these were holding a connection to the Airport Extreme. On my network are two iPads an iTouch and 2 Win 7 laptops. Not really ready to ditch the PC or spend any money on parts I was determined to find a solution. The computer is a Dell Dimension 4600 desktop with WinXP SP3.
